The word, "submit," means to yield control of to surrender to others. Peter exhorted believers to submit themselves to every ordinance of man by him for the punishment of evildoers, and for the praise of them who do well.
Submission, however, to ordinances of men that are unrighteous in their actions and deeds is not something that would please God. We are to stand for righteousness and right government.
When the unrighteous religious leaders in the book of Acts required that the disciples no longer speak the name of Jesus to others, Peter and John did not submit. They continued to share the gospel and many were put in prison and others were killed for their faith. Pray for the persecuted church today who have been imprisoned for their faith.
